You’ve asked me, why Manchester Michigan gets so much grant money from the state? I think I figured it out.
The council employs consulting companies to tailor reports with only one possible outcome. Those reports don’t appear to be complete, seem to give misleading or omit critical information and don’t exactly address the issue.
Then use those reports are used to produce outcomes or apply for funding.
A perfect example is a recent request to install digital information signage in front of a local church. The council responded by reading a consultants report that could only result in denial based on ordinance. The council was off the hook because the “bad” consulting company caused the request to be denied.
The thing is… the community has radically inconsistent enforcement of state and local ordinance completely disregarding some.
Another example would be the hundreds of thousands of dollars that were embezzled from the cemetery fund. The community hid the embezzlement from the state in the financial report, completed by an accounting (consulting) company. Just guessing but think that would affect the states willingness to finance projects.
