Should Michigan Communities be able to cleanse themselves of residents they don’t like?

It seems there’s been a resurgence of Adolph Hitlers trope “if your not with us your against us”.
My communities administration (for example) has been known to say, “If you don’t like what we’re doing leave” not open to suggestion or discussion. When you ask, “What are you doing, what are you’re plans”, you get a blank stare and are silence. Sometimes you get false or half truths. They hide behind FOIA policies, privilege and refuse to inform the residents. Even in meetings consultants have been heard saying “You have a plan and you should follow it instead of making things up as you go”.
If their track record was clean that would be one thing but that is not in fact. Repeatedly projects end up incomplete or with error, and waste is considerable. Compliance is nominal and often just enough to get by or it appears that way.
In the world I grew up in different experiences and opinions were appreciated or at least considered. Diversity is a good thing if it embraces variation and moves toward equity for every person. The fact is “All persons are created equal” what they do with that gift is up to them.
Is it right to discriminate and push people out of a community just because they think different or have different experiences? Shouldn’t a community strive to provide the best opportunity for all residents?
